Copland victimisations: glimmer of hope?

Michael Pavey, head of  Children and Families for Brent, yesterday posted this reply to a comment on my earlier post  ‘Deafening silence on Copland victimisation allegations’. LINK
‘ I met with the Unions last week and discussed these matters in detail. It's not appropriate to disclose our discussions with anonymous people on blogs but I'll continue to meet them and to take their concerns very seriously’
I may be being optimistic but, reading between the lines, it may be that Mr Pavey was as dismayed as Copland staff were by the tactics attempted  by Mr Marshall and Mr John  since they were drafted in to the school a few weeks ago:  victimisation, misuse of capability procedures  and threats of redundancy to those heads of department  unwilling to set up their own colleagues for redundancy.  

 Let’s hope that Mr Pavey  has,  now he’s been made aware of what’s been going on,‘had a word’. The test of this will be the future behaviour of the new management  but at least some  context has now been established. For now, the petty and vindictive treatment of the Humanities department ( or those few who remain) needs to be abandoned.

As far as the use of anonymity is concerned, this  is unfortunately  inevitable when a climate of fear has been intentionally introduced by managers  as a way of closing down open comment and discussion. There is a simple solution to this: regular and acknowledged communication based on mutual respect between management and genuine representatives of staff at  scheduled  meetings which are not unilaterally cancelled (or ‘postponed)’  and through  which management and genuine staff representatives attempt to come to agreement  in a civilised, professional  and collegiate fashion.  If someone hasn’t already stolen the name it could perhaps be called the ‘JCC’.

Pavey: No Copland sell-off

Cllr Michael Pavey, Brent Council lead member for Children and Families has reacted to the Guest Posting below with this statement:
 
"Copland School will not be sold off. The site will be redeveloped, but as an improved school - not for non-educational uses. 

All the steps Brent Council have taken have the sole purpose of improving teaching and learning in the school. The recent Ofsted report found that two-thirds of teaching is inadequate or requires improvement. This is a tragedy which is desperately failing local families. 

Turning around this terrible situation requires tough actions. However there is absolutely no question of running down the school to sell it off. Quite the opposite: we are determined that Copland will become a successful school that parents are proud to send their kids to."


Copland staff fear hidden site sell-off agenda

I publish below a Guest Post from someone involved with current events at Copland Community School. The views expressed are those of the guest blogger but I publish it because I believe that the public should know what some of the staff are experiencing and thinking. I will be happy to publish any alternative perspectives.
 
An increasing number of Copland Community School staff suspect that it is Brent’s intention to let the school die. The evidence?
New Head Richard Marshall and new Deputy Head Nick John have spent their few weeks in office
·         cutting whole courses and subject areas
·         narrowing the curriculum
·         demanding that department heads nominate staff for redundancy
·         threatening any who refuse with redundancy themselves
·         reducing heads of department to tears
·         wasting Brent HR officers’ time calling them in to interview staff about legitimate and certificated sickness absence (including ones following operations and motor accidents)
·         cancelling Sports Day and another planned Activities Day at short notice
·         refusing any joint consultation with staff
·         refusing to furnish a definitive list of staff leaving in July citing ‘equal opportunities’(?)
·         adding to the 30 plus staff leaving for voluntary redundancy (sometimes under threat of future non-procedural and bogus capability action) by making working conditions for remaining staff so bad that they are desperate to leave as well
·         making the school curriculum offer to prospective Yr 7 parents, and to Year 11 students considering staying on for A levels, as unattractive as the appalling physical conditions students will work under
·         boasting about how ‘tough’ they are prepared to be in carrying out more of the above
Everyone knows how extensive and attractive the Copland site would be for developers. It certainly wasn’t lost on former Head (now awaiting trial on fraud charges) Sir Alan Davies.  Many at Copland now believe that the only explanation for the imposition of yet another clueless management regime on this long-suffering school community can be that Brent want to reduce the roll to  the point where they can declare the school unsustainable, close it down  and flog off the land to a supermarket chain and a residential developer.

Parents urged to fight Copland's forced academisation

This letter is being distributed to parents of Copland students about the strike:

Dear Parents

Some people locally and nationally want to force Copland Community School to become an academy. They lie to you that this is in the interest of your children.

WHAT LIES ARE THEY TELLING YOU?

1 Results will improve. But academies do not do better in GCSEs than other schools. They actually do worse. 

2 Academies are in the interests of the children. But academies fiddle their exam results by permanently excluding more vulnerable young people, especially children from ethnic minorities, than other schools.

3 Extra funding. The days of bribes to convert to academy status are over. Under forced academisation there is no new money despite fact that the budget problems contributed to our failure by Ofsted. 
 
4 Parents should have a choice. But parents have less say in the running of academies than of other schools. Why for example was there absolutely no consultation with parents about the decision to impose an IEB on Copland?

WHAT TRUTHS ARE THEY HIDING FROM YOU?

There are many fantastic things about Copland. Many of our students get good GCSE and A Level results and progress to universities including Oxford and Cambridge. Copland should be upheld as a model of good community cohesion. At Copland we have low levels of pupil exclusion, unlike many academies. We take in more students who do not speak English than local academies. Academies would rather not have these students as they will affect their GCSE results but they fit in very well at Copland. We do loads of extra-curricular activities which really benefit the students. For example many of our students are signed up with football clubs. Raheem Sterling who now plays for Liverpool is the most famous one in recent years. Incidentally if we did become an academy it is likely that much of the land that the PE Department uses will be sold to make a profit for the academy sponsor.

Salusbury Academy Federation split?

Unconfirmed reports are reaching me that the Park Federation Academy Trust LINK  have pulled out of the federation arrangement with Salusbury Primary School.

The split is alleged to have happened as a result of Salusbury staff being unhappy about the possible imposition of a headteacher by the Park Federation's Chief Executive.

The federation is made up of two large primary schools in Hayes, Cranford Park and Wood End Park. Its website currently carries no mention of Salusbury Primary. Park's Chief Executive is Dr Martin Young.

Salusbury governors decided to join  the federation following pressure from the DfE  to become a forced academy as a result of a critical Ofsted report. Gladstone Park Primary parents are fighting the imposition of academy status after the school was given Grade 4 by Ofsted despite previously being Grade 2 and having above average SAT results at Key Stage 1 and Key Stage 2.

Roke Primary appeal to mount legal challenge against forced academy

BREAKING NEWS The Save Roke campaign has just launched an appeal via the Anti Academies Alliance website to raise funds to mount a legal challenge against the Department of Education. All donations no matter how large or small gratefully received. We have an initial target of £600. Thank you for your support!

This money will allow us to instruct leading lawyer, Laura Hughes to mount a case to fight off the DfE and forced academy at Roke. Laura has a reputation in the field of academy law.

Cllr Mary Arnold: Gladstone Park forced academy is 'outrageous'

Cllr Mary Arnold, lead member for Children and Families on Brent Council, has declared support for Gladstone Park Primary School in a message to the NUT:
We are giving the governors a lot of support including approaches to DfE.

It is outrageous that the school is at risk of being forced into academy without a further inspection and a chance to improve their progress – especially as results were OK

Green Assembly Member backs parents battling against forced academy conversion

Darren Johnson, Green Assembly Member for the whole of London has issued a statement supporting  parent groups in London campaigning against their schools being forcibly converted into academies. He said:
Forcing schools to become academies is deeply wrong on every level, particularly when it flies in the face of what the majority of local parents want. That is why I am giving my full support to the Save Gladstone Park,  Save Roke  and Thomas Gamuel Primary school campaigners in their battle to keep their schools as local authority-run schools,  properly accountable to local people.


Parent spills the beans on life under Harris


A parent from Roke Primary School in Croydon which is being threatened with having Harris imposed as a sponsor posted the following worrying account. Harris have several academies in Croydon and appear to be embarked on an empire building exercise aided by Michael Gove and the Conservative Party. Presumably they look forward to converting taxpayers' money into profits for themselves when Gove frees them to make profits.
From a parent in another Harris Primary school. I asked "How are your kids finding the school now? You ever thought about moving them?" ..... the reply: "I've got to say yes. Before Harris took over the atmosphere was calm and behaviour always good (always praised by Ofsted). The discipline now is much harsher. There's constant telling off and seemingly random punishments - not in line with their own policy. School uniform is constantly picked up on e.g. kids having a logo on their PE jogging bottoms. There's testing every six weeks and the reports that Harris promise you every half term are just a print out of NC levels from the tests. The extra Harris resources we were promised (school improvement teachers) are just being used as classroom teachers to cover the vacancies. Harris will of course promise you the world ...."

How Michael Gove is killing democracy in our schools

This letter to Michael Gove from parents of yet another school that is being forced to become an academy,  demonstrates just how governors, staff and parents are being trampled on:

Dear Mr Gove,

We are a group of parents whose children attend Thomas Gamuel Primary School (TGPS) in Walthamstow, east London.We are writing to object to the Department for Education’s decision to force TGPS into Sponsored Academy status, ignoring the objections of the parents, carers, teachers, support staff and governing body

:• 95 per cent of parents returning a ballot voted against academy status (60 per cent of parents voted)• 85 per cent of teachers voted against converting
• The governing body unanimously voted against becoming a sponsored academy.

We understand that the local authority has this week applied to you 'for consent to constitute the governing body of Thomas Gamuel Primary School as an Interim Executive Board (IEB) in accordance with Schedule 6 of the Education and Inspections Act 2006'. We strongly object to this application to dissolve a governing body that has made a decision the local authority disagree with.

We have met with our local MP Stella Creasy and our local councillor Clare Coghill to try and get some answers. We now write to you to outline our major objections and to ask that you reject the local authority’s application and allow the school to continue on its current path to improvement:


1. We are not a failing school. Ofsted inspected TGPS in April 2012. They rated the school ‘inadequate’, mainly due to an administrative error, informing the governing body two months after the inspection at the end of the summer term. Ofsted allocated a timetable for improvement between June 2012 and April 2013 (nine months). Ofsted’s interim monitoring report in November 2012 (three months into the plan) said the school was making ‘satisfactory progress’ in implementing its improvement plan. The monitoring report specifically noted that the administrative error which had caused the 'requires improvement' rating in April 2012 had now been fully resolved.The DfE states on its website that: 'When schools have been underperforming for a long time, decisive action is needed to raise standards and ensure that the children in these schools are able to achieve their full potential.'TGPS’ previous two Ofsted reports (2009 and 2006) rated the school 'good' with 'outstanding' aspects. We do not understand why one unsatisfactory Ofsted report classes us as ‘underperforming for a long time’

2. Teaching standards are improving. We are aware that teaching standards in the school need to be raised. The parents and carers are confident that this is being achieved. The teachers and support staff, and the governing body are confident, indeed even Ofsted is confident - as it reported in its monitoring inspection in November 2012. Why then is the DfE forcing TGPS to rush into Sponsored Academy status?The DfE states: 'Wherever possible, the Department will seek to find solutions to raising standards that everyone can agree on - as has been the case with the vast majority of the schools that have become academies. Where under performance is not being tackled effectively the Secretary of State does have powers to intervene to help ensure standards are raised.'The School Improvement Plan in place is tackling underperformance - and we as parents can see the visible results of this. We are all committed to this plan and want the DfE to allow the plan to run the course of its original timetable (April 2013).As stated earlier, the parents of children at the school have voted overwhelmingly against sponsored academy status. The school governing body have voted against it. The teachers at the school are against it. How is the DfE seeking to find a solution that ‘everyone can agree on’?

3. We are not being consulted. Since October 2012 the DfE has been consistently applying pressure to TGPS’ governing body to agree to conversion to sponsored academy status. The Local Education Authority is now also applying pressure, regardless of the fact that the improvement plan’s original timetable – agreed by Ofsted – has not expired.The governing body originally voted against making a decision without consulting parents and chose instead to focus on improving teaching standards within the school. When they did consult with us, they listened and voted with us. The local authority is now planning to take away the only body that truly has our children’s best interests at heart.We want the original school improvement plan and timetable – ratified by Ofsted – to stand. The changes that have already been implemented need time to embed.We want to make an informed, unrushed decision about our future status. A proper consultation – with all the facts about what the change will actually mean – needs to take place. We would like a choice of sponsor. There has been a lack of transparency of the criteria used by the DfE/local authority to choose the proposed sponsor.

Dudden Hill Labour Councillor supports Gladstone Park Parents' forced academy resistance

Councillor Aslam Choudry (Labour Dudden Hill) has responded to an e-mail from a resident whose grandchildren attend the school with this message:
Let me make my position clear. I have been associated with Gladstone Park School for over 20 years . All of my four children attended Gladstone Primary School and I firmly believe that the school does an excellent service to the local community.
Last Friday, I spoke at the local mosque in Willesden Green before the Jummah Prayers in favour of the demonstration outside the school and, in fact encouraged the congregation to take part.
I am aware that at least 5 parents came to the demonstration .

So, I support your efforts and I believe the Gladstone School is already doing a great deal to improve the education for all children and therefore it should not be forced to go the academy route.

Please let me know if you wish to talk further on this.

As the struggle of Gladstone Park Primary parents against a forced academy hots up and attention also turns to Kensal Rise Primary, this film shows how a community rose up in defence of its schools. The bullying of the DfE is challenged by parents and school staff. With more attempts at forced academies provoking revolt across London the Guardian, Independent and the Evening Standard (see below) have woken up to what is happening.  As with the closure of Central Middlesex Hospital, Brent Labour councillors have been slow to react. As representatives of local residents who have shown such passionate support for their local school and commitment to the role of the local authority, surely they must state loudly and clearly that they oppose forced academisation and are confident (as Ofsted said - see below) in the capacity of the present leadership and management to improve the school and deal with the weaknesses revealed by the recent inspection.

Ofsted acknowledges Gladstone Park's strengths and confirms its capacity to improve


 Writing to a grandparent of a Gladstone Park Primary school pupil, Deana Holdaway, HMI , Principal Officer for Quality Assurance at Ofsted reiterated the areas where Ofsted found weaknesses in the school but went on:
However the report also gives due credit to the school's  strengths. The judgement that leadership and management are not inadequate is an important one: it shows  that staff have the capacity to continue the school's improvement. (My emphasis)
Clearly this raises a vital question: If Ofsted thinks the present leadership and management has the capacity to 'continue to improve' (ie the process of improvement is under way) then why should the DfE think that the school needs to be forcibly converted into an academy with all the upheaval that involves.

One can only conclude that there is a conflict between Ofsted's professional assessment and the DfE's political agenda.

Gladstone Park parents rally to protect their school from DfE dictators

Parents and carers are determined to make Michale Gove listen
 The parents campaign against the forced conversion of Gladstone Park Primary School to a sponsored academy swung into action this week.  A website has been set up HERE  and a Facebook page HERE

Brent Green Party has written to the campaign pledging its support and stating: 
We believe that  the DfE’s action  is disproportionate, destructive and  dictatorial...We wish you well in your efforts to  retain Gladstone Park Primary as a well regarded, democratically  accountable,  local authority school at the heart of the local community.
Save Gladstone Park Primary School  has published the press release below setting out their case:

Gladstone Park Primary School in Brent (North-west London) is being strong-armed into becoming an academy within weeks of receiving an ‘Inadequate’ Ofsted grade despite inspectors recognising some areas of strength. Staff and parents were told in January that the school, which had had its previouly ‘good’ performance sustained by Ofsted in 2011, will be fast-tracked for academy conversion after being judged as ‘inadequate’ just before the Christmas holidays, under the new Ofsted rules introduced in September 2012.


A letter from the DfE’s ‘Brokerage and School Underperformance Division’, dated 24 January, informed School Governors that an academy sponsor would be put forward by 11 February. Consultation will only take place
after the deal with the Department’s nominated sponsor is secured.
Tactics employed by the consultant contractor working for the DfE include a forced withholding of the sponsor decision for five weeks, during which pressure was brought to bear on the school governors to convert; extremely short deadlines being imposed and a refusal to consider any involvement by the Governors or the school on potential sponsors. Parents, of course, have not been consulted.    
Parents, carers and staff at the school in Dollis Hill have launched a campaign against what they perceive to be a politically-driven, disproportionate and undemocratic rush to academy conversion. They argue that the school had already identified the areas of weakness referred to in the Ofsted report and was already addressing them (a point Ofsted also mentioned in their report), and that it is important for the school community to have final say on its future governance. 
Ishani Salpadoru, parent of an eight year-old pupil at the school said:
We do not recognise our children’s day-to-day experience in the Ofsted report. Over 90% of parents said they would recommend this school to others in the Parentview survey. We feel we’re being steamrollered into academy status, with no influence whatsoever on our children’s future.’ 
Other parents are concerned that forced academy conversion will create unnecessary upheaval and uncertainty, and are sceptical about academy status providing a panacea. Greta Kemper, parent of two children at the school commented:
We chose to send our kids to this school because it was a good community school. We liked the ethos, and we believed – and still believe – that it is a good school. Now a seismic change is being forceably imposed on the school and we are excluded from the decision being made and will be completely cut out of any future involvement if the Academy goes ahead. We feel that the DfE is not acting in “good faith” in their approach.’
The ‘Save Gladstone Park School’ campaign is making links with other well-performing schools that are being forced down the same route, like Roke Primary in Croydon. LINK
Parents believe popular schools like these are being deliberately targeted for academy conversion, as they are likely to improve in the medium-term, whatever their governance structures, and thus prove the government’s ‘Academies are better’ ideology correct. 
Gladstone Park is a large, thriving school in one of the country’s most multi-ethnic boroughs. The main body of pupils at Gladstone Park enters the school well below the national average for numeracy and literacy, with many pupils having English as an additional language. The school has shown that pupils make good progress across the early years (Nursery and Reception). It has SAT results above the national average, and twice the national average at level 6, so pupils leave well prepared for secondary school. 
The National Audit Office has already stated that disadvantaged children do less well at Academies which is an issue for most inner-city schools. 

Parents and staff at Gladstone Park Primary all want school improvement. But ownership of this process must rest with the school and its local community. We will not let it be dictated to us, top-down by faceless bureaucrats.

Is Gove now forcing non-failing schools to become academies?

Press release from the Save Roke Primary campaign who, like Gladstone Park Primary in Brent, are fighting forced academisation:

  
Michael Gove is now forcing well performing schools like Roke Primary in Kenley to become academies, as well as long term failing ones. This fits in with his desire to accelerate his academies programme. Roke may be one of the first but many are likely to follow.

Roke Primary, a previously ‘outstanding’ school, is not underperforming but the DfE are handing it to the Harris Federation, run by David Cameron’s personal friend and major Tory donor, Lord Harris. The decision was made just 4 months after one poor Ofsted report caused mainly by computer failure. The Guardian published claims that Gove may be flouting his own guidance on forced academies, “…his department’s official direction say this should only happen when a school has been underperforming for some time and if the problems are not being tackled”. Guidance set out in the 2010 Schools White Paper is very clear. “Where there has been long-term underperformance, little sign of improvement and serious Ofsted concern, we will convert schools into Academies,…” (Section 7.18).

 Parents believe that forced academy at Roke is going against this guidance. Roke has no consistent history of low performance. The latest SAT results are above the national average. Roke has never been below floor targets. Both Ofsted and the Local Authority agree that Roke is improving. Ofsted’s recent monitoring verdict, received by parents on Friday, was that satisfactory progress has been made. This was the best rating Roke could achieve without a longer time between inspections to show improvements had been sustained. It is clear that Roke has improved without the need for academy status or sponsorship by the Harris Federation. Despite this, forced academy is still going ahead.

Parents are campaigning against forced academy, and the complete lack of consultation or right of appeal. They are concerned about the speed and manner in which forced academy has occurred. They oppose Harris as sponsor. Their choice is Riddlesdown Collegiate, the local secondary academy, to which most Roke pupils progress. A long term partnership with Riddlesdown has become closer since Roke was issued a ‘notice to improve’. It is clear, from the progress made, that the partnership is working. If, forced academy must go ahead, Riddlesdown, not Harris is the governor, parent and staff choice of sponsor.

Roke parent, Angeline Hind said, “I thought sponsored academies were all about improving schools which have been underperforming for years. Roke is a good school which wavered before turning itself around very quickly. To force us into academy with a sponsor used to dealing with seriously failing schools seems like an extreme reaction”. Parent Debbie Shaw commented “Roke is a great catch for an academy chain like Harris, our results are already good and they will be able to claim the credit for improvements that have already happened”. Father Nigel Geary-Andrews said “It is alarming that the government is rushing through forced academies on schools like Roke, where there is no proven record of failure over any length of time, without any consultation with parents at all and no way of appealing. This does not seem democratic or transparent to me”

Excellent editorial on forced academies in Kilburn Times

For those of my readers beyond Brent here is the Editorial from our main local newspaper, the Kilburn and Brent Times LINK

DECISIONS MUST BE MADE AT LOCAL LEVEL

When taking a look at the recent education news you could be forgiven for thinking that Brent was fast becoming education secretary Michael Gove's dream borough.
It seems more and more schools are adopting Academy status.

Last week's front page on the (now cancelled) strike at Preston Manor in Wembley over the (still happening) conversion to the Academy model showed this.
But while we respect a decision that is made by the school alone, there are sadly those that are having this controversial ideology forced upon them.

Gladstone Park Primary School is well regarded and fared well in the recent primary league tables.

But a new and stricter Ofsted system has meant the school will be forced to convert by the Department for Education (DfE) due to 'serious weaknesses'.

What this actually amount to was a slight decline in pupils' achievement  in the middle years, despite the majority actually leaving the school in better shape academically than when they started.

From what parents and governors have conveyed to us, there is a real belief that they can continue to offer ample education and solve the issue.

Why the need to hand responsibility to a private 'sponsor'?

Surely it should be left to locally-elected governors and established and committed teachers to decide what is right for their school?

Meanwhile directors at the controversial Michaela Community School, set-up by free school supporter, Katharine Birbalsingh, have confirmed they will be parachuting into Wembley Park.

We should all watch very closely as consultation nears and hope that local education with a local say is not a thing of the past.

Roke Primary parents denouce government 'master plan'

The Save Roke Primary School campaign in South London, which like Gladstone Park Primary faces being forced into becoming an academy  has issued the following statement after today's news that Ofsted is to focus on schools in under-performing local authorities:

Ofsted’s move to make blanket inspections across under-performing areas is front page news today. This will catch out not only failing schools but those like our school – a popular, well-achieving primary – caught out by a temporary blip in performance. Roke primary has been forced to academy status, and alarmingly, handed to David Cameron’s personal friend, mentor and major Tory donor, Lord Harris of Harris Academies raising concerns about vested interests.  

Roke parents are campaigning against rushed Academy takeover with an overwhelming majority against being coerced into forced academy. Roke Primary school has no consistent history of low standards, just one unsatisfactory Ofsted report. Despite strength of parent feeling, there is no DofE appeal procedure allowing the parents’ case to be heard. The speed at which the school has gone from being outstanding to being cast as a ‘failing’ school- in just 7 months – resulting in Roke being snatched from local authority control has taken parents by profound surprise. Many are left with questions about whether takeover has been unfairly fast tracked by the Government. 

Roke parent Debbie Shaw comments, ‘We believe that this is a concerted government master plan to catch out not only low performing schools, but wavering schools just like ours who have a temporary blip in their results. This is clearly part of a larger government agenda.”

Roke father, Nigel Geary-Andrews said, “It is alarming that the government is rushing through forced academies on schools like Roke, where there is no proven record of failure over any length of time, without any consultation with parents at all and no way of appealing. This does not seem democratic or transparent to me”.

We would like reassurance from Mr Gove that his new targeted approach will allow schools such as ours time to show that we have turned around performance in a short space of time. As well as a voice for the parents through proper consultation - and the right to appeal.

An investigation in The Guardian 15/01/13 revealed that, ‘The government may be flouting its own education guidelines’. DofEofficial directions say poorly performing primaries should only be obliged to become sponsored academies ‘when a school has been underperforming for some time and if the problems are not being tackled’.

A shotgun Ofsted inspection was announced at Roke Primary on Tuesday, less than 24 hours after it was revealed in The Guardian that, ‘The government may be flouting its own education guidelines’. Parents are eagerly awaiting the results of the monitoring visit which they believe will show evidence of excellent improvement at the school.

There is disquiet among parents about the Government’s choice of sponsor. Roke is being handed over to the Harris Federation, run by millionaire Tory Lord and Carpetright businessman, Phillip Harris- who David Cameron has named as a personal friend who helped to prepare him for power. Lord Harris has donated in excess of £2 million pounds to the Tory party, as well as personal donations to David Cameron, George Osborne and Boris Johnson. He plays a key role in advising the government on failing schools and academy policy. 

Parent, Janine Norris expressed concern at the close relationship between the Harris Federation and Government decision-makers, ‘It concerns me and many other Roke parents that the Government has not got the good grace to seek our views or explain the decision and we can’t help but wonder whether the fact that Lord Harris has donated substantial sums to the Tory party is a significant factor’.
