'Parking, Potholes & Poo' or politics?


At a hustings in Mapesbury earlier this week a Liberal Democrat candidate said that the local election was about efficient emptying of bins and clean streets and not about 'political grand themes'. This was a swipe at my fellow Green Shahrar Ali, whose speech had identified the democratic deficit on Brent Council and the iniquity of privatisation and the bedroom tax.

The Lib Dem candidate was right in a way:  no one is going to say they are FOR fly-tipping, overflowing bins, litter strewn streets or pavements smeared with dog excrement. However the allocation of resources to deal with those issues is a political issue - both within the Council and in terms of government resources allocated to local authorities. The extent to which services are out-sourced and the wages and working conditions of sub-contractors are a political issues. The Council's stand on the privatisation of schools and whether it makes a principled stand on the undemocratic process of forced academisation is a political issue.

It is also important to consider how these decisions are made by councillors and that brings into consideration whether decisions are arrived at through debate and rigorous scrutiny or are mere rubber stamping of officer reports. Opposition and Labour backbenchers find they are excluded from this decision making and instead have to focus on the 'parking, potholes and poo' casework. How good they are at that is not a matter of political affiliation but of personal efficiency. An added, but reduced concession, is their role in allocating ward working money.

Lastly the controversy over the Davani affair brings into sharp focus the relationship between the political administration and officers. If the administration sees itself as a management organisation - managing the cuts, managing the school places crisis, managing procurement - it puts political principle aside and the Executive and Corporate Management Team become a single management entity.

In my view this is not a matter for personal attacks, although the current issue has become highly personal because of the huge impact it has made on people's lives and livelihoods, but of questioning why some of the most senior officer positions in the council are in effect out-sourced to people who have set themselves up as self-employed consultants.

This means that at its very core the Council has acquiesced in the Coalition's privatisation agenda - handing public money over to private companies.

A further dimension is the issue, discussed on this blog many times, of the relationship between the Council and developers, or more specifically the relationshing between the Major Projects, Regeneration and Planning Department and developers. With the Council seeing its role as smoothing the way for developers, local residents find themselves locked out of the discussion and the decisions. They become mere irritants in the joint projects of the council and its favoured property developers. Behind this is the political issue of reduced funding for local government and therefore the need for the Council to find other sources of revenue through increasing its council tax base through high density, often unaffordable, housing developments; Community Infrastructure Levy and the New Homes Bonus LINK

Of course it suits the Lib Dems to focus on street level issues and to be photographed pointing at fly-tips, because it takes attention away from their role as Coalition partners in undermining the financial stability and the viability of local authorities.

West Hendon Estate residents resist social cleansing


I have previously covered the situation at the West Hendon Estate LINK where Barratt Homes are knocking down the social housing to build luxury flats on the banks of the Welsh Harp, fully supported by Barnet's ultra-Tory Council..

Today angry residents and supporters marched on the surgey of local MP Matthew Offord to protest agains the plans which one protester said would mean only 15% of current residents would remain on the estate. The others would be torn away from their community to be rehoused elsewhere in the borough in private rented accommodation in the area or beyond

As with other communities residents have already been hit by the benefit cap and the bedroom tax.

Matthew Offord declared his surgery a private meeting and dived into a police car to be sped away rather than face the people's wrath or listen to their grievances.

'Putting Children First' Manifesto is welcome antidote to current early years proposals

There was consternation over the weekend amongsts early years specialists and parents following the announcement of tests for two year olds.  The tests would be the logical extension of the neoliberal obsession with the grading and rating of children and their teachers as education becomes increasingly linked to purely economic goals. A base for future measurements is established at a lower and lower age as the government seeks to establish data on which to judge provision. The obsessions with data and measurement is at the expense of holistic child-centred early years education.

Formative assessment of a child should be linked to long term goals of health and happiness rather than aimed at predicting future narrow academic performance.

This was announced alongside government proposals on making the emotional abuse of children an offence. I have little quarrel with that but it comes at a time when children are subject to social and economic abuse by the government as their families suffer from benefit cuts and the disruption caused by the bedroom tax.

The Green Party's Education Policy LINK opposes testing of young children and instead advocates an approach that takes into account differing rates of child development and the  important role of play.

The 'Putting Children First' Manifesto issued today by the Save Childhood Movement brings together those concerns in a very powerful document that I welcome as providing the basis for building a consensus against the current proposals. It is certainly a manifesto that the Green Party should support.

This is what the Save Childhood Movement says: 

Across the political spectrum there is now consensus that early years provision is important for children's development and for helping parents - especially mums - into work. As identified by the IPPR the question of 'what is best' for young children is, however, a point of huge contention among researchers, policymakers, commentators and politicians - not to mention parents. Some argue against public involvement in the care of young children in principle, while others assert the importance of parents (usually mothers) being able to stay at home to look after their children (1)

In its manifesto 'Putting Children First' the Save Childhood Movement argues that governments must put the best interests of the child at the heart of all early years policymaking and expresses its concern that this is not currently the case. It calls for a much stronger focus on relationships and the importance of family life, highlights the importance of developmental readiness and confirms the dangers of pushing through universal childcare without the appropriate evidence base and significant investment in improving the current quality of provision.

As stated by the OECD "Expanding access to services without attention to quality will not deliver good outcomes for children or the long-term productivity benefits for society. Furthermore, research has shown that if quality is low, it can have long-lasting detrimental effects on child development, instead of bringing positive effects." (2)

Putting Children First - The 3 Key Elements
1 an integrated, holistic and appropriately financed system built upon
2 an evidence-based understanding of the child as
3 a citizen with developmental rights and freedoms

Developed by the members of the movement's expert Early Years Advisory Group, and with the backing of the larger sector, the manifesto sets out the three key elements and 11 key policy points that should to be taken into account for the development of an appropriate Early Childhood Education and Care System (ECEC). With the 2015 election in mind the movement is calling for all political parties to incorporate the identified elements in their own manifestos and to acknowledge the urgent need for a better balance between economic aspirations and child and family wellbeing.    
The development of a fully integrated system should:

1 respect and support the rights and freedoms of children to be provided with environments that allow them to develop all their natural dispositions and capacities to the fullest potential. This must include regular and open access to the natural world
2 re-instate the importance of early relationships and better support the health and wellbeing of parents and families
3 address inequalities and ensure that every child can develop to his or her full potential
4 ensure that the values we are modelling for children are those that we want to see in a 21st century world
5 ensure that developmentally appropriate play-based care and education governs children’s experiences until at least age 6
6 be evidence-led and have the best interests of the child at its heart. This should not be a ‘one-size-fits-all’ solution but should be responsive to the diversity of parental and local community needs
7 reverse the existing funding curve so that we prioritise the vital importance of the early years
8 underpin all ECEC services and provision with the latest scientific evidence and global examples of best practice
9 review, consolidate and evaluate all policies and evidence through a new National Council on the Science of Human Learning and Development
10 provide formative assessment and screening of children’s development from birth and ensure that we are measuring what matters for children’s long-term health and wellbeing
11 ensure that the adults working with young children are highly trained, emotionally mature and appropriately valued and remunerated 

Wendy Ellyatt, Chief Executive, Save Childhood Movement says: 

"We are currently very concerned that universal childcare provision is being pushed through in England without due attention to the vital quality of care that includes developmentally appropriate environments, greatly improved parental support and engagement and the training and empowerment of a skilled workforce. One of the key aims of any ECEC system is to allow every child to flourish and to achieve his or her full potential and we feel there is a real danger that without the necessary quality controls English children will be greatly disadvantaged.

With this manifesto we are arguing that the best needs of the child should be at the heart of all future policymaking, that we need to acknowledge and better support the vital importance of family and community life and that there needs to be a national debate about the values that we wish to see nurtured in larger society." 

Professor Sir Al Aynsley-Green Children's Commissioner for England, 2005-2010: 

"Children are our nation's most precious resource, and as Neil Postman has said in his book 'The Disappearance of Childhood', 'They are the living messages to a time we will not see.' We ignore their importance at our peril, yet this Manifesto for the Early Years' from the Save Childhood Movement comes at a time of unprecedented financial and political turbulence leading to austerity and cuts to state spending accompanied by zealous reform of education policy. What is in danger of being lost from the debate are the best interests of the child.

'Putting Children First' is an outstanding evidence-based document that should be read by every Parliamentarian and Government Minister as well as those formulating policy, alongside professionals directly involved in the care of young children in partnership with parents and carers."

Looking for the X Factor at Brent Civic Centre's first Executive meeting


Well not really! The X Factor was filming outside the Civic Centre in Arena Square and Cllr Krupesh Hirani was quite overcome by seeing Nicole Scherzinger strutting her stuff, but inside Boardrooms 4 & 5 the X Factor or almost any other factor was decidedly absent. The photograph should be evidence enough.

A discussion on parking charges went on for ages and nearly made me rush out and throw myself off the Boardroom's balcony thoughtfully provided by the Civic Centre designers  for any Brent residents who can't stand it any more.

The parking discussion, where actually there appeared to be no major disagreements, was about ten times as long as the discussion on two major housing reports which will have a much more serious impact on families and individuals forcing some of them to leave Brent and others to choose between paying their rent or buying food for themselves or their children.

As Robin Sivapalan of Brent Housing Action pointed out from the floor, the report on Supply and Demand almost seemed to welcome the Coalition's Bedroom Tax as a way of shifting tenants from 'under occupied'  housing, while other actions appeared to reduce demand only by redefining overcrowding or disrepair rather than by  providing actual housing. The second report promised action to build new affordable housing but lacked detail while action was promised both to tackle poor landlords but also to encourage more landlords to rent out properties.

Michael Pavey in an outbreak of left rhetoric called private foster agencies exploitative but then seemed only to want to get a better (cheaper) deal out of them, He also suggested primary school expansions were preferable to the 'anarchy' of free schools.

Muhammed Butt was very tetchy and lost his cool on at least two occasions, giving the impression that opposition councillors had no right to disagree with him.

Bedroom Tax action Wembley Central noon today

Brent Housing Action will be taking part in a Day of Action today against the bedroom tax. There will be a street meeting at Wembley's Central Square, next to Wembley Central station (No Bakerloo trains between Queens Park and Harrow today).

The meeting  starts at 12 noon and stalls will provide information and advice to anyone concerned about the impact of the bedroom tax and housing benefit cuts on them.

Take part in an 'event' to bring home the issue - bring sleeping bags, blankets and pillows.

10 lessons for social landlords on the bedroom tax

Lesson 1: Communicate with tenants
We have clients who have still not had any communication from their landlord about how many bedrooms they are considered to have and whether they are likely to be affected. The lack of information from their landlord, combined with the extensive media coverage of the bedroom tax, meant that our clients became extremely confused about their situation.

Many housing benefit teams are sending out letters detailing appeal rights. However, some are failing to include information about how to challenge decisions – which is crucial, since tenants have only one month to challenge from the date they are notified.
 
Lesson 2: Ensure data on property size matches tenancy agreements

Compiling accurate information on property size has been a challenge for some landlords. We have numerous clients whose landlords have told them they have more bedrooms than appear on their tenancy agreements. One social landlord in south-west Wales only compiled a list of property sizes in September 2012 and relied on the local authority to tell it which tenants would be affected.
 
Lesson 3: Housing benefit departments need to process discretionary housing payment applications quickly

When we rang to apply for discretionary housing payments for a disabled client living in an adapted home, the housing benefit officer specifically asked whether our client was disabled. The application was dealt with as a priority and the award was made within two weeks.

Unfortunately our clients have not had such efficient service everywhere. In some areas applications are taking six weeks or more to be processed. Although landlords are showing willingness to delay eviction proceedings until decisions have been made, the length of time is still leading to significantly more arrears being accrued.
 
Lesson 4: Be sensitive to tenants' needs – and don't make them feel bullied into leaving their accommodation

We have a client who is a tenant of a small housing association. Following the breakdown of his relationship, and his children growing up and leaving home, he is now the sole tenant of a three-bedroom house. He told us that he was strongly encouraged to sign a notice to quit at the landlord's office as he would not be able to manage the shortfall caused by bedroom tax.

Lesson 5: Now is not the time to start demanding the first month's rent in advance from housing benefit claimants
One large social landlord is now demanding the first month's rent in advance before accepting new tenants, even when a person is transferring to smaller accommodation due to the bedroom tax. This approach is a barrier to people on housing benefit being able to access social housing, and is going to prohibit tenants from downsizing.

Lesson 6: Extra help for tenants can make a big difference
Many landlords are employing additional staff and setting up assistance funds to help tenants manage the impact of the bedroom tax. Pembrokeshire Housing Association offers tenants up to £500 to cover moving costs or reduce arrears to allow them to move to accommodation more suited for them, while Powys county council offers up to £1,500 to assist older people that are under-occupying with moving costs.
 
Lesson 7: Exercise flexibility in allocations

We had a homeless client who was eight months pregnant and looking for accommodation in south-west Wales. She came out top of the list when she bid for a two-bedroom property. However, the landlord refused to allocate to her as, until the baby was born, she only qualified for a one-bedroom house. Before a formal challenge could be made, the landlord had already allocated the property to someone in a lower band.
 
Lesson 8: Ensure transfer policies do not prevent people from downsizing

Not all landlords have changed their transfer policies to allow people in arrears caused by the bedroom tax to downsize. Some of our clients are in a catch 22 situation with rising arrears but unable to downsize due to restrictive transfer policies.
 
Lesson 9: Housing benefit should not place onerous burdens of proof on claimants

In south-east Wales we have clients who are a disabled couple, living in an adapted property with one spare bedroom. Neither has the capacity to care for the other at night, so they have overnight carers for six nights a week. The local authority is requesting numerous pieces of evidence before they will accept that the couple need the extra room for a carer. This is despite the fact that they already have proof they meet the relevant disability living allowance and attendance allowance criteria.

Lesson 10: The courts may not be on your side

Our caseworkers have encountered a local district judge who is suggesting he may refuse possession where there are bedroom tax arrears, but instead may take other measures such as inviting the press and public into the court and using Human Rights Act legislation to deny possession. Landlords need to be aware that not all judges will look favourably on possession proceedings.

Brent Housing Action launched to campaign on housing emergency

After a successful strategy meeting last night Brent Housing Action has been formed and a website and Facebook group have been set up.

The website states:
Brent Housing Action was formed by a group of residents, campaigners and community organisations in Brent in April 2013.

We want to support our friends, our neighbours and one another to fight against cuts to vital benefits and to the threat to our homes an communities. We want our council to support us in challenging changes which might mean the difference between home and homelessness for over 600 Brent families. And we need your support.
The next meeting with be on Tuesday 23rd April 7pm at Mencap High Road Willesden,

Natalie Bennett delivers a dose of reality on welfare

 Natalie Bennett, Green Party leader, posted this article on the Huffington Post yesterday:

The government's stated aim in introducing the bedroom tax, in slashing of council tax benefit that forms a new poll tax, in ending of Disability Living Allowance and making a host of other benefit cuts is to 'make work pay'. That's utterly detached from the reality of the lives of the people that this cabinet of millionaires is airily playing with - and it's time to end this fantasy land politics.

Just start with the fact that the smaller social homes that the bedroom tax sufferers are supposed to move into simply don't exist. And as many have pointed out, the jobs that the government is telling benefit recipients to 'go out and get' also don't exist - 2.5 million people, 7.8% of the workforce, are looking for jobs, and there are about half a million vacancies.

In gross terms there are around five people chasing each job. Of course on the ground it is often much worse than that - when a new Tesco opened in Tynemouth there were more than 70 applicants for each of a handful of posts; when a new Costa opened in Nottingham, there were 1,700 applications for about eight jobs.
But even for those lucky enough to beat odds like these, the government is undercutting its stated aim - for it emerged yesterday that it is considering cutting the already seriously inadequate minimum wage. This at a time when inflation is again continuing to slash away at the already limited spending power of those at the bottom of society.

That's not 'making work pay'. In fact it's making living even less viable for millions.

And of course lots of those jobs being advertised are only part-time - not enough hours to satisfy Iain Duncan-Smith, who is pushing on with plans to 'force' low-paid workers to work more hours, ignoring the fact that one in 10 workers want more hours, but are unable to get them.

More than that, many of the jobs, particularly with larger companies, don't even offer regular hours. The cancer of zero-hours contracts is spreading fast - workers being treated like robots on a production line - machines to be switched on and off at the convenience of corporate profits. But robots don't need to pay the rent, to buy food, to heat their homes - and zero-hours contracts offer no guarantee of the ability to do any of those essential things - to make work liveable, let alone make it pay.

It's past time to say enough. To point out that, after Hans Christian, this is a Cabinet that is wearing no clothes. (Apologies to anyone eating while reading for that image.) David Cameron, George Osborne and Iain Duncan-Smith seem determined to ignore reality. In their fantasy world the economy is recovering, a few handfuls of multi-national companies, mostly employing minimum-wage workers on zero-hours contracts, can be the basis of a healthy economy around which communities can be built, people with severe long-term disabilities and illnesses can find jobs and live without public support.

It's time to deliver a dose of reality. A good start's been made by the more than 350,000 people who have told Iain Duncan Smith to try living on £53 a week. UK Uncut is also planning action on April 13 that will bring home to reality of eviction to more Cabinet ministers. But we need to go further. We need to deliver a message to every Cabinet member, every member of this fantasy land government. These are real lives they are playing with - real lives they are destroying.

We do need to make work pay, but we need to do that by ensuring every job pays at least a living wage, is stable and secure - is a job that you can build a life on, a job you can pay the rent and pay the bills on. And we need to provide benefits - decent benefits - that allow those who don't have their jobs to have a decent life.

Organising to develop a strategy on the housing crisis


With the Bedroom Tax protests at the weekend and publicity over the benefit changes, the press, TV and radio have at last woken up to the issues involved.

On Tuesday April 9th there will be a meeting in Brent to discuss next steps in a  local housing campaign. A report of the inaugural meeting follows:
Around 25 people attended the initial Housing Strategy meeting called by Brent Fightback, on Tuesday 19th March at the Brent Mencap offices in Willesden.

Attendees included the lead member for Housing for Brent Council, the Somali Advice Centre, the Counihan Family Housing campaign, Mencap campaigners, a tenants representative, a housing worker, and a high school teacher concerned about the cases arising at her school. Apologies were received from the Brent Law Centre and the Brent Private Tenants Rights Group and from some who attended the Health Scrutiny Committee.

It was a constructive and serious meeting, with information and experiences shared about the current situation and the general background to housing in Brent. Potential strategies and targets for campaigning were discussed, including:

GLA powers to set Rent Caps; advice and signposting training; "Bedroom Tax" strategies; the Right to Buy discounting; helping residents speak out and organise; mutual exchanges on properties; resisting evictions; linking up with other campaigners.

Janice Long, lead member for Housing has agreed to provide current local information of how changes are expected to affect people locally.

We agreed a next meeting time: 7pm, Tuesday 9th April, Brent Mencap offices, 379-381 High Road, Willesden. We will consider the actions that were suggested at the intial meeting and any further priorities, and estabish the name and aims of a local housing campaign.
