E-ACT moves to shrink Crest Academy

The academy chain E-ACT has embarked on a consultation exercise to reduce the intake of Crest Academy (Planned Admission Number -PAN) from 330 a year to 200. If you take class size as 30 this reduces the number of forms from 11 to 7.

At first sight this seems in contradiction to Brent Council's claim in in its School Places Planning Strategy that MORE secondary school places are required as the primary school bulge, which meant expansions and bulge classes in that sector, move into primary schools LINK:
Demand for places in Year 7 increased in 2017 and this is expected to continue as the significant growth in pupil numbers in the Primary phase in Brent progresses into the secondary phase. The 2019-23 School Place Planning Strategy identifies the need for an additional 13 forms of entry (see section 5) by 2023/24. This additional capacity could be provided through a combination of permanent school expansions, temporary bulge classes and new free schools.

The Council is working with secondary schools that have expressed interest in expanding. In addition two new free schools that were approved by DfE in November 2016 will help to meet increasing secondary demand. The North Brent Free School, which will provide 900 secondary places, is expected to open in September 2020 on the Chancel House site. The Avanti Free School, an all-through school, is expected to provide a combined capacity of 1320 places (60 per primary year group and 180 per secondary year group). The school will be unable to open until a permanent site is identified by the Education and Skills Funding Agency (ESFA). The Avanti Free School will have a Hindu ethos and is expected to attract students from a wide geographic area. As it is difficult to find sites, the Avanti Free School may not be located in Brent.
The North Brent Free School will be in the same planning area as Crest Academy although it may attract pupils from beyond that area. In a letter to parents Christina Fernandes. headteacher of Crest, states:
Our projections show that there will be sufficient places available for local children if the PAN for this school is reduced. Should the demand for additional places increase in the future, the Trust will consider raising the PAN again.
These are Brent Council's figures for the Crest's Planning Area that show sufficient capacity WITHOUT the North Brent Free School.

It could be argued that the North Brent Free School is needed for the Wembley growth area rather than Neasden  but its site depended on the availability of land and is decided by the ESFA rather than Brent Council. Pupils would travel south on the Jubilee line from Wembley Park to Neasden or via the 297 bus route. It will be counter to the present south to north flow of pupils going to Ark Elvin, Wembley Ark, Michaela and Preston Manor.

Clearly this is one consideration for Crest but there are others. Crest has had difficulty in filling up all its places despite the new £40m building, a major reason for the original academisation bid by the heads of the separate John Kelly Boys and Girls Schools.  When schools do not fill all their places it means that they become the school allocated to Year 6 pupils who do not get any of their choices of secondary school and for pupils who arrive in the country too late to apply for a place. This skews the intake and introduces a 'churn' when pupils leave as places become available at their school of choice.  This in turn presents a challenge for teachers and affects performance data.

A PAN of 200 could stabilise the school with E-ACT Braintcroft Primary School, just across the road from Crest, providing up to 90 of the 200 pupils.

Crest under its previous leadership in June 2015 scrapped the separate teaching of girls and boys inherited from the John Kelly Schools despite opposition from some parents.

Mohsen Ojja, Principal at the time, explained:
Our outcomes are significantly low. We have to do something about it. The two factors driving this change - a duty to ensure every single pupils can access the best education possible by managing the performance of teachers appropriately, and recruiting better teachers and leaders - and our duty to prepare pupils for life in modern Britain.
The move was supported by Ofsted and Crest was inspected in 2016  was categorised as 'Good'.  However there remains a group of parents who favour single sex education and resent the fact that it is not available  at secondary level except in Roman Catholic schools or the private sector. Crest may have lost some pupils to the private sector.

Ironically a monitoring visit by HMI and Ofsted in 2018 was very positive but noted regarding the building:
The extensive school site poses some challenges for school leaders. A school ‘line up’ happens three times a day and is intended to ensure that staff know where pupils are and are able to prepare them better for the next learning session. However, leaders accept that they need to give further thought to the rationale for this activity, the allocated time and the consistency of approach by pupils and staff.
The building, designed for 11 forms on entry will now house a much smaller number of pupils and raises questions about 'value for money' for the £40m spent on it.

Money is of course another factor, maintaining staffing and facilities for a larger number of pupils than actually attend produces a budget gap.  Cristalina Fernandes tells parents:
A large portion of funding received by schools is directly related to the number of pupils attending the school. If there are too many vacancies in our school this means that we will not receive the maximum venue possible. Therefore we are proposing to reduce the number of available places to enable the school to operate more efficiently and cost effectively.
Depending on how resources are deployed at present this may mean both a reduction in the number of staff and an increase in class sizes in the future.

More widely of course the whole matter raises the issue of the secondary sector academisation that has taken place in Brent, depriving the local authority of any real say in planning school places and creating a competitive 'market' between schools.

Crest Academy principal looks forward to mixed classes in September and puts forward the school's '3 pillars' for success


 "I am the principal of a secular, non-denominational school that has a large majority of Muslim students. This does not make the school a Muslim school where segregation of gender should be pursued."
With Crest Academy due to switch to mixed aged classes in September the principal, Mohsen Ojja, has taken to the pages of the Times Education Supplement LINK to justify the change.

Some parents had protested at this decision and organised an on-line petition against it when it was annonunced in July.  LINK . However they do not appear to have gathered much support over the school summer holiday. 219 people had signed the petition bu July 10th and the total stands at 227 today. LINK

This is part ofwhat Mohsen Ojja wrote in TES last week:
Interestingly, whereas students and staff have been overwhelmingly supportive of the change to a co-educational model, parents have needed more reassurance and support. Many recognise that the move will help to ensure that our teaching and learning is of better quality and will provide a better education as a result. Others fully accept the importance of boys and girls learning and socialising together, so that they are properly prepared and have confidence when they leave us – be that for university, for work, or further training.

But there are some who feel the change is not what they signed up to: single-sex education. The onus is, of course, on us to work with the parents who have reservations about a co-educational model, and to be open and transparent about what the changes mean in practice, and how we transition to this new system.

I am proud to say that after a successful induction process, where we planned every aspect of the transition, the feedback from students and staff has been outstanding. And in a couple of weeks’ time, induction days in September will see us revisit our vision and values and start to work together.
With these measures in place, I am confident that we will be able to win over the vast majority of parents, and all the more so as the impact starts to flow through our results and enhances our students’ life chances.
For me, the status quo was simply not sustainable. Running two schools in parallel, split by gender, was tantamount to unhealthy segregation. The move to a single, multi-faith, proudly diverse school is the first important step to integration. Moreover, I am the principal of a secular, non-denominational school that has a large majority of Muslim students. This does not make the school a Muslim school where segregation of gender should be pursued. I have had to remind many parents that, in Islam, segregation of gender in education is not essential. Indeed, the large majority of schools in the Muslim world operate a co-educational model.

The most challenging part of this integration process is communicating to some parents that although parental choice plays an important part in children’s education, in isolation it does not always result in genuine educational value. In future, everything we do will be defined by three pillars: the improvement of student outcomes; the improvement of teaching and learning; and preparing our students to be successful in their lives beyond school and university.

Critics of the concept of British values complain that it is too amorphous and lacking in precision. It defies a tick-box approach, and is undoubtedly not something that the consultants can rack up billing-hours for (though I am sure they will try). Ultimately, the concept of British values is about a set of positive behaviours that celebrate the cultural richness of this country. With our structural changes in place we can now start living and breathing those behaviours at the Crest Academy. We will then, hand on heart, be able to say that we are educating our young people to the very best of our ability, in the broadest sense.

Gladstone Free School pupils advised to find places elsewhere for September

The Brent and Kilburn Times LINK is reporting that Paul Phillips, Principal designate,  is advising parents whose children were due to attend Gladstone Free School in September 2014 to find a place elsewhere. The school has not yet secured a site or a building. 120 Year 6 children currently in primary school are affected. Sara Williams, Director of Children and Families assured the BKT that places were available elsewhere. These are likely to be at Copland or Crest Academy. Brent Council has not control over free schools or their site arrangements but they do have overall responsibility for the well-being of Brent's children.

I raised the issue of Year 7 places in proposed free schools in my letter to the Brent and Kilburn Times on September 10th. There is no further news about a building for Gateway Academy which was also due to open to 100 or so Year 7 pupils in September.

Brent teachers' leader hits out at Ark Academies

Hanks Roberts, Brent Branch Secretary of the Association of Teachers and Lecturers (ATL) has circulated a hard-hitting letter to union members at Copland Community School condemning the plans of the Interim Executive Board, supported by Brent Labour Council, and the DfE, to hand over Copland Community School to Ark Academies.

He says:
So they propose ARK, but don’t worry, there will be a 'consultation'. Really? At the meeting on Monday, to ensure no awkward questions were asked, no questions were allowed at all.
Grahame Price, Chair of the IEB, told us that there was “a strong steerage from the DfE to become an academy.” When he finally agreed to meet union reps after numerous requests in the summer term, he said that there was no choice - the school would become an academy. This was necessary, he said, to turn the school into a good school.
We pointed out Grahame Price's school had been transformed from a "failing" into a “good” school, and it was a Trust not an academy! Clearly becoming an academy is not necessary to being a good school. Equally, being an academy is no guarantee of not being in special measures – Crest academies in Neasden being our nearest example.
If Brent wanted to do something useful for the pupils and staff at the school why haven't they sought to get back any of the money taken from the school by Sir Alan Davies et al?
ARK is run by the ex-joint MD of a News International subsidiary, Lucy Heller, and a handful of multimillionaires including Stanley Fink, Treasurer of the Conservative party, and Paul Marshall, the biggest donor to the LibDems. It was founded by, among others, Arki Busson, a playboy who modestly named the initials of this "charity" after himself - Absolute Return for Kids.
The main aim in life of these hedge fund speculators is increasing their already substantial millions. Any promises from this lot are worthless. When they wanted to build an Academy on the Wembley Park sports ground they promised that local kids would still be able to use the pitches. Needless to say all pitches are now hired on a strictly business footing, with no non-commercial community provision.
ARK staff work longer hours, having to undertake at least an additional 370 directed hours each year. ARK management is even less consultative and collegiate than our present management. Overuse of learning walks is standard practice in ARK academies. Many staff have left or are leaving what was formerly Kensal Rise Primary, now ARK Franklin, because of the restrictive curriculum, expected total uniformity and no creative freedom allowed. Teachers in other ARK academies agree.
A national newspaper is currently investigating concerns over ARK's exclusions policy and admissions in general. Ironically even Ofsted agrees; in their report on Evelyn Grace Academy it states, 'the number of fixed-term exclusions is high relative to secondary schools nationally.' And this ARK academy is judged as only 'satisfactory'.
If anyone consciously supports Copland being taken over by ARK as part of Gove's academy programme they must be bARKing!

Crest Boys' Academy fails Ofsted Inspection and goes into 'Special Measures'

Crest Boys' Academy in Neasden, Brent,  has been put into 'special measures' after being judged 'Inadequate' on all 4 aspects of their June Ofsted inspection: Achievement of Pupils, Quality of Teaching, Behaviour and Safety of Pupils and Leadership and Management.

After a poor Ofsted, Copland Community School is being forced to become an academy. Crest Boys' is already a sponsored academy led by the E-Act chain and has failed despite this status. It has to remain an academy under current law but there may be a possibility of a transfer to another academy chain. Clearly this is a challenge those who make claims for the superiority of academies..

Because Crest is run by an academy chain Brent Council has no direct right to intervene. E-Act is barely mentioned in the Ofsted report but the DfE must surely look at its capacity to support improvement at the school.

The schools decision to seek academy status occurred under the Labour government and was done in order to secure new buildings which are nearing completion.

The situation is further complicated by an approved proposal to open a secondary free school, named Gladstone after the nearby park, in the area. It will offer 120 Year 7 places from September 2014.

On Leadership and Management the report said:
 Leadership and management are inadequate because the academy is not improving quickly enough. Since the previous inspection, actions taken by leaders and governors to check the progress of different student groups, tackle weaknesses in teaching and behaviour, and to develop the skills of subject leaders have not had enough impact...
Although the Executive Principal and recently appointed senior leaders have a clear agenda for change, improvement since the previous inspection has been too slow. Some leaders lack the skills needed to drive forward rapid improvement and improve teaching. Recently appointed senior leaders have had to take over the leadership and teaching of some subjects, which has placed heavy demands on their time.

 Frequent changes to staffing this year have made it difficult for new systems designed to improve teaching and behaviour to become fully established and to make a difference to students’ learning. This has prevented leaders and managers from promoting equality of opportunity adequately enough.

Until recently the academy’s monitoring of teaching was too generous and teachers’ performance was not checked thoroughly by leaders and governors. Teachers and leaders are now set challenging targets, linked to students’ progress, which they have to meet before they move up the pay scales.
It makes the following comment on the Governing Body
A restructured governing body has been in place since January 2013. The previous governing body did not check how targets were set to challenge and reward teachers, and was not aware whether additional money for students eligible for extra support was spent appropriately. Current governors understand that improvement has been too slow in the past and agree that aspects of the academy’s work are inadequate. They are not satisfied with the academy’s results and are already challenging decisions to make sure that they are focused on raising achievement and made in the best interests of students. Governors fulfil their statutory responsibilities for safeguarding.
 Ofsted will be making regular visits to the school to ensure that improvements are made.

The Crest Girls' Academy, also run by E-Act was  found Inadequate overall  based on an Inadequate judgement for Achieve of Pupils.  Leadership and Management were judged  and Quality of Teaching  Requiring Improvement.  Behaviour and Safety of the girls was judged Good. 

 Achievement was judged inadequate because of insufficient progress of AS students in the 6th Form which is shared with the Boys' Academy and too few gain qualifications at the end of their programmes of study.

E-ACT scandal should make Brent Council pause for thought on academies issue

As the Ark academies chain announces its takeover of Kensal Rise Primary School, renaming it Ark Franklin Primary Academy and appointing a new headteacher fresh from Dubai, LINK there is news of another academy chain, E-ACT,  which runs the Crest Girls' and Boys' academies in Neasden.

I would hope that the report below will give headteachers, governing bodies and councillors pause for thought before rushing into academy conversions or supporting forced academies. Conversions are often undertaken for financial reasons with governing bodies and headteachers saying they would let pupils down if they did not go for the extra academy funding - instead much of it may end up lining the pockets of the sponsors through high salaries for the chain bosses or 'extravagant expenses'.

A leading academy chain has been criticised for widespread financial irregularities in an official report. The Education Funding Agency report highlights a culture of "extravagant" expenses, "prestige" venues and first class travel at the E-ACT group. The report obtained by the Times Educational Supplement and seen by BBC News adds that E-ACT spent public money on unapproved consultancy fees. The group currently runs 31 state-funded free-schools and academies around England that have opted out of local authority control.

E-ACT was set up in July 2009 as an independent educational charity and company with the principal purpose of "establishing, maintaining, managing and developing schools colleges and academies". Its director general, Sir Bruce Liddington, resigned last month. The report found that E-ACT's systems of internal financial control were "weak" and lacking "rigour" - and noted that the governance of the group was "unusual". In particular it notes that "the controls around expenses for trustees are weak".

"Expenses claims and use of corporate credit cards indicate a culture involving prestige venues, large drinks bills, business lunches and first class travel, all funded from public monies," says the report. The report says the director general's expenses may not have been "subject to proper scrutiny". "Expenses claims and card payments by senior managers in E-ACT have occasionally stretched the concepts of propriety and value for money. Controls have been lax and some payments have tended to extravagance... however we found no evidence of fraud."

The report also highlights a wider "culture of acceptance of non-compliance with E-ACT's own policies for awarding contracts." The investigation found that hundreds of thousands of pounds of public money was spent by E-ACT on purchases that were not in line with its own spending policies. Many purchases were made by Sir Bruce himself. "Our review of the director general's cost centre indicates that £361,000 has been spent on consultancy fees from 2008-9 with £237,000 of this not having an order," note the authors.

The report also raises concerns that trustees on the E-ACT board were paid for consultancy work, stressing that "payment to trustees is unusual in the charitable sector, where the basic position is that trustees should not benefit personally from their position so that they can exercise independent scrutiny over the charity's operations." ”Around half of the 13 current board members have or have in the past had contracts for service or services provided." The investigation came after the group's auditors KPMG raised concerns that its financial administration was "playing catch-up" with its rapid expansion.

In particular the report notes that some of the group's financial practices were inappropriate for an organisation with a turnover of many millions of pounds and that the boundary between E-ACT and its money-making subsidiary E-ACT Enterprises Limited (EEL) was blurred, with some EEL expenses being paid out of public money.

E-ACT stresses that it has taken swift action to address the report's concerns. Chairwoman Ann Limb, who joined the group a year ago, said: "We have overhauled both the governance and the culture of E-ACT to ensure that this can never happen again. As well as the departure of the director general, the finance director and two trustees have also left the organisation. E-ACT is about educational excellence and the changes we have made will ensure we have operational excellence to support that.

"We are implementing a robust action plan which addresses all concerns raised and are working closely with the Education Funding Agency to ensure these changes are embedded throughout the organisation."

A Department for Education spokeswoman said "Any misuse of public money meant for schools is completely unacceptable. Academies cannot hide from their responsibilities. All their accounts must be externally audited and they are held to account by the Education Funding Agency so any issues of impropriety are immediately investigated.

"That is exactly why the EFA has written to E-ACT requiring them to take swift action to improve financial management, control and governance. We are monitoring the situation closely and will take any further action necessary."

Labour must get behind the Gladstone Parents' campaign to defend our schools

Turmoil in the school system is increasing to such an extent that soon the word 'system' will not apply. This was one of the underlying themes at this weekend's AGM of the Anti-Academies Alliance.

The meeting coincided with news that Kensal Rise Primary as a result of its difficulties is now beginning a consultation on the possibility of having ARK Schools, which run the ARK Academy in Wembley and 17 others academies, as its sponsor. Meanwhile Copland High School, the only remaining local authority secondary school in Brent, is anxiously awaiting the outcome of its recent Ofsted inspection. Its performance table LINK position makes it vulnerable to be putting into a category leading to forced academisation. It is worth noting that Crest Boys' Academy is below Copland on several of the outcomes. The staff at Copland  are likely to put up a strong fight agaionst any attempt at forced academisation.

Hearing reports from around the country it became clear that one of the most important elements in the resistance of forced academisation was the role of the local authority. Where they strongly supported their local school AND showed that they had the capacity to support its improvement, the possibility of resisting forced academisation was strengthened.

I share the view of many parents and teachers involved at Salusbury Primary and Gladstone Park that Labour councillors and  Brent Council officers  have been pretty supine in the face of Gove's bullying policy. Promised letters to the DfE stating the local authority's confidence in Gladstone Park Primary's ability to improve with the support of the local authority have failed to materialise.

 The School Improvement Service is being cut back to its core functions and many of its non statutory, but important, functions are to be taken over by the untested Brent Schools Partnership. This is a consortium of schools that will be both a clearing house for bought-in services and a means of providing mutual support between schools. Headteachers point to the success of a similar grouping in Harrow.

There is now some doubt whether the core School Improvement Service retained by the Council will be fit for purpose with staff leaving ahead of the restructuring and some schools deciding not to buy into the additional services offered. It seems that Haringey Council was unable to guarantee that it had the resources to support Downhills Primary which led to its forced academisation - we don't want Brent schools to have the same experience.

One of the most powerful contributions on Saturday was from teaching staff at an academy who gave a vivid account of the bullying by management that had begun after a honeymoon period. They now feared so much for their jobs that they asked not to be named at the meeting. They told us that in the primary department of the all-through academy 75% of the teacher had left and half of those had done so without another job to go to.

Bullying now appears to run right through the system from the top with Michael Gove, down to individual staff rooms. Parents say it reaches their children in the classroom with the example of Year 5 children (9 and 10 year olds) threatened with being kept in at every break with additional work at home because their mock SAT test results did not meet school targets.

Bullying is clearly evident in the behaviour of DfE 'brokers' , usually private providers, who are employed by the DfE to 'manage' the conversion of primary schools into academies. This has been a key focus for campaigners and has won sympathetic coverage in the press.

One parent summed it up saying:
How can Harris (academy sponsor) come into our school and educate our children when they have so much contempt for the children's parents and families.
 Over and above the bullying theme and the telling personal anecdotes we must continue to emphasise issues of democracy, local accountability and back door privatisation.

The formation of a Parents Against Forced Academies was welcomed and there was a strong call for a nationwide campaign for education to save it from Gove's wrecking strategies along the lines of the  Save Our NHS campaign.

Here in Brent it would be good to see Muhammed Butt and councillors stop shilly-shallying and get behind Gladstone Park parents who have been left to fight for democracy and accountability all on their own.

Brent's headaches as it tries to expand secondary school places

Brent Council is faced with increasing demand for secondary school places as the increase in primary numbers moves through the system. Unfortunately, although charged with an overall responsibility to provide school places, to a large extent it exercises 'responsibility without power' as so many Brent secondary schools have become academies or are voluntarily aided and sources of finance are not directly under the Council's control.

An extensive study has led to a report going before the Executive on January 14th which recommends expansion in some schools (subject to governing body approval) and the use of the Gwenneth Rickus Building (Centre for Staff Development) in Brentfield Road as a six forms of entry secondary school. This building which was formerly part of Sladebrook High School, is next to the Swaminarayan Independent School, and is now surplus to requirements with the facility moving to the Civic Centre in the summer.

Adding to the complexity is the fact that three secondary schools, due to parental preference, are currently operating below capacity. These are Copland, following the financial mismanagement allegations; Crest Academy Boys and Newman College. The report states that the first priority is to bring these schools up to scratch so that all their places are used.

Wembley High is ruled out of expansion because it is proposed to make this an all-through school providing places for primary as well as secondary children in line with Ark and Preston Manor. The governing body of Preston Manor have recently decided to become a Cooperative Academy although this is likely to be strongly contested by education unions. The Copland and Alperton expansions are subject to rebuilds under the government's Priority School Buildings Programme.

If this wasn't enough Gove's reforms have thrown another wild card into the game with the report stating that there are three secondary  free school proposals:

In the event that government’s grant application for 2013-14 and following years is inadequate to meet the Council’s entire demand for funding new provision, we are considering the following options:
 Free Schools: The Executive noted that the demand for new school places cannot be met only through the expansion of existing schools due to the limited availability of funding; the Council is required to promote additional ways of creating school places by pursuing the current government agenda on free schools and academies. The latest round of free school applications is being considered by the Department for Education (DfE) in the new year with an opening date of September 2014. Given that the Council is not looking to open a new secondary school at this date, it has not collaborated with any potential providers at this point. There are likely applications submitted for Brent, however. These include:
• an independent school group looking to open an 11 to 18 school in Wembley – of approximately 4 forms of entry, planning to provide Year 10 places immediately as well as Year 7.
• a parent led school in Cricklewood to address perceived lack of choice for parents in that area (6FE).
4.5 In addition an already approved free school has been looking to acquire a site in Brent and open a 6FE secondary school in September 2013.
4.6 All three of the above have said in discussion that they would aim to meet the Partnership Criteria agreed by the Executive in August 2012 but it is clear that two of them would be likely to use the freedoms available to free schools in respect of staffing and the curriculum
Note that although the Council says it has not 'collaborated with any potential providers' they appear, as oen would expect,  to have had discussions with them. The council cannot really take these into account in its present planning as decision making is with the DfE and even when some free school applications have been approved they have failed to materialise.

Clearly the arguments made against academies and free schools on the grounds that they undermine the local authority's  capacity to make clear and rational plans to meet pupil demand gain traction based on these difficulties.  Most of the proposals are given a Medium Risk category in the report with the Gwenneth Rickus proposal deemed High Risk because of potential planning issues.

The Kingsbury High proposal would result in an extremely large school with 435 pupils in each year group based on a class size of 30.
